Because they are the boring part. Working out a fair budget, writing structured data, and tagging photos are all things you can do yourself in ten minutes with the right tool, and charging for that would be silly.
The part that is actually hard is knowing what to do with the answers. That is what the free audit is for, and if you never book one we are still happy you got something useful out of the visit.
